We select institutional questions that can be tested against law and primary-source evidence rather than becoming a clearinghouse for individual grievances.
What duty applies? What does the source record show? Is the public mechanism actually functioning now?
When we identify a failure, we present it constructively to the responsible public institution, give officials an opportunity to correct it, and track whether correction actually occurs.
When voluntary correction is refused, legal enforcement remains available to restore the public mechanism the law requires.
Restoring a lawful process is not the end of the work. Notice, rule development, public comment, meetings, administrative challenge, and review matter because people can use them.
The Association can invite affected people, knowledgeable citizens, students, lawyers, journalists, and public officials to observe and participate—not to predetermine the result, but to demonstrate what meaningful public governance looks like.

The repair becomes the classroom. Citizens learn how government works by watching it work and, when possible, participating in it themselves.
We publish the legal framework, source records, methodology, and lessons learned so that citizens, students, journalists, lawyers, officials, and organizations elsewhere can reproduce the work.
The law differs across jurisdictions. The method does not: identify the public mechanism, test whether it functions, restore it when necessary, use it, teach it, and improve it.
